Enfield Multi-Agency Meetings
The following information is for professionals only. Anyone aware of an adult being abused or neglected should still follow local safeguarding adults procedures – including referring via the Multi-Agency Safeguarding Hub or MASH – as well as any referrals to a panel or meeting.
These are multi-agency panels which may relate to safeguarding adults with care and support needs. Where you feel a case has elements where multiple panels may apply – please email all the relevant panels (copying all partners in) to allow for discussion.
For single case meetings, Enfield SAB has created guidance around effective multi-agency/ disciplinary risk management meetings which you can find here. It is important not to delay an urgent meeting because you feel it is another team or service’s responsibility to convene it or because you are waiting for a panel date to come around.
This is not an exhaustive list – if you are aware of a multi-disciplinary panel that partners should be aware of, please email the EnfieldSAB@enfield.gov.uk. The details on this page were last updated in September 2026.
High Risk Advisory Panel (HRAP).
Under the Enfield Safeguarding Adults Board, we have the Enfield High Risk Advisory Panel – any partner agency can refer into this panel but we tend to receive most referrals from Adult Social Care. This is a multi-agency panel with senior representation from the Police, Health, Legal Services (although they cannot give case-specific legal advice in the meeting), Commissioning Services and a number of other partner agencies. The aim of the panel is to move forward cases (involving adults with care and support needs) where risks are very high and where we may feel that our usual approaches haven’t been successful.
Cases are not restricted to one type of risk or active safeguarding (there have been referrals for adults who are the alleged perpetrator of harm and other situations where risk remains high) – the panel is designed to give colleagues a place to come where there are concerns that our usual processes aren’t addressing risk.
The important thing to remember about this panel is that it is an escalation point – before referring, you do need to have had at least one multi-disciplinary meeting (hence requesting the completion of a multi-agency risk assessment as part of the referral process & the comprehensive referral form) and considered any mental capacity assessments necessary. Exceptions can be made in particularly high-risk cases. There will be a pre-meet with the Chair (currently our Principal Social Worker) to discuss if the case is ready for HRAP and give any immediate advice. This is a monthly panel that takes place over Teams.
Please use the referral form and risk assessment you can find at Adult Social Care and Safeguarding Adults Board High Risk Advisory Panel

Domestic Abuse MARAC.
This is a Multi-Agency Risk Assessment Conference (MARAC) to look specifically at supporting victims around domestic abuse. All professionals working with adults with care and support needs should make sure that they have up-to-date domestic abuse training.
A case can be referred if one or more of the following apply:
- visible high risk (14 or more on DASH RIC – any case with Non-Fatal Strangulation meets the threshold for example).
- professional judgement
- potential escalation
- repeat referral.
For more detail see the SafeLives guidance.
As previously highlighted, you can find a lot of information about the Domestic Abuse MARAC (including the link to the referral form) here. This MARAC takes place over Teams regularly – there is also the possibility of pre-meets and MARAC-Plus meetings where risks demand it but the starting point is to refer (via the referral form at the link) and discuss there initially. If reporting specific incidents, please be aware that a) this referral does not replace or constitute the reporting of a crime where this has taken place but also b) nevertheless, it is important to be as specific (including how you came by the information) as possible to support decision making.
Please use the referral form available on the website here.

Community MARAC.
The Community MARAC is a multi-agency discussion forum to manage cases of anti-social or criminal behaviour in the community – this could include conflict with neighbours such as noise, harassment, threats and other issues. Like with the DA MARAC, there is a risk assessment on the form which will help identify if the case is appropriate for MARAC. As with DA MARAC, please use professional judgement and also be specific when detailing risks and incidents on referrals. These meetings are monthly over Teams.
Please ensure that crimes are reported via either 101 or 999 where identified as promptly as possible.
Please email for the referral form.

Cuckooing MARAC.
The Cuckooing MARAC works with cases where cuckooing is a feature. If you are not aware of the term cuckooing – this is where a victim’s (usually an adult with some form of vulnerability) home is taken over. Often the perpetrators then use it as a base for criminal behaviour such as drug taking or dealing, storing weapons, sexual exploitation or gang related activity. Sometimes the adult may see the people taking over their home as friends (at least at first) or sometimes force may be used. This is a monthly panel that takes place over Teams.
Please email for the referral form.

Hoarding Panel.
The Hoarding Panel is a monthly meeting (over Teams) which discusses cases where adults with care and support needs are hoarding (above a Clutter Image rating 5 - https://hoardingdisordersuk.org/clutter-image-ratings/) and there are concerns about their wellbeing. The Panel is co-chaired by London Fire Brigade and the Strategic Safeguarding Adults Team with representation from Housing, ASC, Environmental Health, Mental Health and other agencies. The panel discusses these cases including how to best support the adult, where a specialist service might be useful and what risk mitigation measures need to be put in place.
The Hoarding Panel does not replace a Fire Safety visit referral and please do make sure that this is requested wherever hoarding is identified.
There is no referral form as such but referral emails should include as much information as possible, including details of the Clutter Image Rating and risk assessment – please discuss any potential referrals with the Strategic Safeguarding Adults Team.

The Safeguarding Information Panel (SIP).
This is a regular meeting to look at intelligence around care providers in Enfield – this meeting is chaired by the Enfield Quality Assurance team with regular attendance from CQC, Health and London Fire Brigade partners. Amongst other things, this includes discussion of and feedback from the Provider Support process which you can find information around here.
Referrals should be made to this panel where there are quality concerns about a provider which do not necessarily meet the criteria for a Safeguarding Adults Concern – but nevertheless may need to be addressed. The meeting also receives feedback around Safeguarding Enquiries where providers may have been at fault.
To learn more about the work of SIP, please see the Enfield SAB Annual Report.
Please email to be sent a referral form.

Enfield Channel Panel
Channel Panel aims to provide early support for anyone who is at risk of radicalisation, these are held monthly and chaired by the Local Authority. The programme is voluntary, tailored to the individual and similar to other multi-agency safeguarding processes. Taking part doesn't lead to a criminal record.
Prevent referrals for Channel are often likely to be made by people who come into regular contact with those who appear to be at risk of radicalisation. It is for this reason that referrals often originate from services such as the education sector, social services, health, children’s and youth services, offender management services.
The panel works best when there is effective co-operation and co-ordination between all partners involved to support the case and more information is available.
If you are considering making a referral, you can seek advice and guidance from the Enfield Prevent team by emailing prevent@enfield.gov.uk.
Referral can be made by completing the National referral Form available at: https://traded.enfield.gov.uk/public-assets/attach/8650/Prevent-National-Referral-Form.pdf
