Enfield's Pharmaceutical Needs Assessment - Open
Status: Open
Start date: 16 June 2025
Closing date: 15 August 2025
Details
Enfield's Pharmaceutical Needs Assessment (PNA) for 2025-2028 is now out for consultation. The PNA describes where community pharmacies are located, how services are currently delivered and what the current and future need for pharmacy services will be in Enfield.
The PNA is used to make decisions about whether to allow new pharmacies to open up in Enfield, as well as approving changes to existing pharmacies (for example mergers, changing premises or providing different pharmacy services).
Enfield Health & Wellbeing Board must publish a PNA which details current and planned pharmacy provision in Enfield by 1 October 2025. The regulations require that a 60-day consultation is undertaken as part of the PNA development process. The consultation is now live until 15 August 2025.
Who can share their views
The consultation is open to:
- all residents of the borough and others who live outside of the borough but use pharmaceutical services in Enfield (either for themselves or on behalf of someone else)
- community organisations working with or representing the residents of Enfield
- statutory consultees (organisations who must be consulted on the PNA, in line legislation):
- the local pharmaceutical committee
- the local medical committee
- pharmacy and dispensing appliance contractors included in the pharmaceutical list for the area of the health and wellbeing board
- any pharmacy contractor that holds a local pharmaceutical services contract with premises that are in the health and wellbeing board’s area,
- Healthwatch, and any other patient, consumer, or community group in the area which the health and wellbeing board believes has an interest in the provision of pharmaceutical services
- any NHS trust or NHS foundation trust in the health and wellbeing board’s area
- the Integrated Care Board
- neighbouring health and wellbeing boards

Council Tax Support Scheme 2024-25 Consultation - Closed
Status: Closed
Start date: 22 September 2023
Closing date: 17 December 2023 (11:59pm)
Details
We’re planning to change the way Enfield’s Council Tax Support Scheme is calculated. The aim is to make Council Tax contributions fairer for all residents.
We’re also having to make several difficult decisions, due to financial pressures. Enfield currently has the highest cost of Council Tax Support provided in London and one of the highest in the country.
We would like your views on the proposed changes to Enfield’s current Council Tax Support Scheme. The proposed changes could deliver as much as £7.5m in savings whilst making the scheme fairer for all claimants. This will help align our costs with the London average and avoid cuts to critical services.
The proposals include:
- Claimants being assessed as if they live in a band C property, even if it is band D to H
- Introducing a minimum non-dependent deduction for households with other adults living in the property so that most adults, regardless of their circumstances or the circumstances of the claimant and/or partner, can contribute to Council Tax, as a user of Council services
- Reducing the maximum Council Tax Support so that it is based on up to 50% for working age claimants to ensure that everyone contributes to their Council Tax
To reduce the potential impact of the proposals, we will consider the following:
- £1m of support available through our Council Tax Hardship Scheme to support those most in need
- Dedicated support for those residents impacted by the proposed changes
The proposed changes to the Scheme could affect all working age (under state pension age) households who claim Council Tax Support.
Further information on the proposals and how these could have an impact on your household are detailed in our Frequently Asked Questions document (PDF). We recommend you read this document before sharing your views.
Who can participate?
Residents and representatives of local organisations (such as those from the voluntary and community sector). We encourage those who receive Council Tax Support to share their views.
We have emailed all Council Tax Support recipients and voluntary and community sector organisations inviting them to share their views on our proposals.
